My approach to this problem I would be happy to hear a simpler way is to use a primary, always-running pipeline which branches to an appsink, and allow the RTSP server to create its own pipeline using an appsrc, which I connect to the appsink in the GstRtspMediaFactory's "media-configured" signal handler. For the purposes of example, my "main" pipeline can be "videotestsrc! In this case, it works, that is to say I can connect a media player to the RTSP stream and see the test image, although the memory usage explodes uncontrollably quite quickly.
If I move the xenc element to the "main" pipeline, which I want to do so it can be shared between the parallel functions, I never see any picture, and gst-play reports "Could not receive any udp packets". I checked that the RTSP pipeline's clock is slaved to the main pipeline clock this seemed to happen automaticallybut I guess I have some synchronization issues.
Perhaps that can explain the memory explosion when passing raw packets too? Since assumedly the appsink is receiving frames much more quickly than the appsrc can send them onwards. I pasted a short code listing at pastebin.

Doing that I found a lack of basic tutorials on how to do that using the command line. This tutorial covers the basics of live streaming. To read or write files will not be covered, though the basics of that is easy following the same principles as broadcasting the streams. Use that. Gstreamer has a filter called capabilities, caps for short. That changes some properties of the stream. What properties can be set depends on the type of stream. To start manipulating your stream, one of the first things you might want to do is change the properties of the raw stream. The following example changes the resolution to x pixels.
This step assumes you have a working camera attached to your system. The suorce for the linux camera is v4l2src.

This algorithm gives us the ability to clearly organize the video data into frames to be played back at a given framerate. In my encoding, each NAL unit I and P frames only is a frame, emitted by my camera at the defined frame rate. When monitoring the packet flow in Wireshark, I see packets stop flowing from my stream to the VLC player for milliseconds. VLC is griping about packets being late almost non-stop, and my video is choppy.

The stream randomly fails afer a while with "rtphdepay0: NAL unit type 26 not supported yet" Whereas the number is different in each run.
Before hand the debug info "rtphdepay0: Could not decode stream. May guess is that the mtu is not set correctly for the payloader at the server side. A look in wireshark gave that some packets have sometimes a size are above Bytes.
This should not be the case since the payloader has a default mtu of Bytes. What can i do let it decode the stream correctly?
